Floyd County Commission plans budget hearing on Tuesday

The Floyd County Commission will take public comments Tuesday on a proposed 2013 budget that may not be finalized until later in the month.

Interim County Manager Gary Burkhalter is scheduled to present additional recommendations at the board’s 4 p.m. caucus regarding employee raises and proposed cuts to the library, recreation and health departments.

The draft document reviewed last week called for a transfer of more than $800,000 from savings to balance revenue with expenses — a situation that had several board members voicing concern.

“We need to protect our fund balance,” Commission Chairman Irwin Bagwell said.

The public hearing is scheduled for the board’s 6 p.m. regular meeting in the County Administration Building, 12 E. Fourth Ave.

The budget could be adopted following the hearing, or commissioners could recess the meeting to a set date before the end of the month to allow more time for adjustments.

Commissioners also are scheduled to consider changes to the board’s rules of procedure. The proposed amendments would add a way for the chairman or vice chairman to be removed from their position at any time by the vote of at least three of the five board members.

“It’s not in the rules, and it should be,” Commissioner John Mayes said in requesting the provision during the last caucus. “If we wait until we need it and then try to implement it, it would be messy.”

Bagwell said it’s unnecessary since “if three people don’t want the chairman in there, he’ll be out anyway,” but accepted the written request to put the amendments on the agenda.

Also on the relatively light agenda are Bagwell’s committee assignments for the commissioners and several citizen appointments to volunteer boards.
