The demolition of the old Top Hat building at the corner of Broad Street and East Third Street progressed early Monday. The Downtown Development Authority plans to turn the space into a paid public lot with a solar powered pay station. The automated machine will be capable of taking cash or credit card payments. Money for the project came from the city’s Business Improvement District since the DDA Façade grant fund has already been exhausted.
