The Rome Board of Education chose Cooper in a 5-2 vote Tuesday over Dennis Chamberlain.
Will Wood, Cheryl Huffman, Gene Clark, Dale Swann and Judy Sims voted for Cooper, an assistant superintendent with the school system.
Faith Collins and Jim Greer supported Chamberlain, a superintendent at Lamar County and a former principal at Rome High School.
Superintendent Larry Atwell will retire in June.
